The Huggard Consulting Group assists clients at the point where data and science interact with policy and politics. Starting with successfully advocating for a requirement for RIA (Regulatory Impact Assessment) to be included in The Treaty of Amsterdam (1997), The Huggard Consulting Group has worked with business and industry clients to help regulators make better quality decisions, so as to avoid regulatory failure and deliver effective outcomes. 

In our experience, good regulatory decisions are based on evidence, data and science, they recognise trade-offs and the dynamics of the real world. They take into account costs and benefits, including risk-risk outcomes, dynamic impacts and induced behavioural change.

In support of our clients, we assess complex issues involving large amounts of information, carry out rigorous analyses and from this devise and implement bespoke strategies. To do this effectively, we have cutting-edge expertise in the sciences, in economics, market and behavioural analysis, in software development, in communications across both traditional and infosphere channels and in advocacy.

13th June, 2012 –Joseph Huggard speaks on the global Socio-Economic Impact of the Fragrance Industry at the 2012 World Perfumery Congress in Connecticut, USA.

29th September, 2011 – Michael Rogers speaks on “Science Advice: Improving the Science Base through Targeted Research” at the European Parliament Symposium on “The Changing Face of Risk Governance: Moving from Precaution to Smarter Regulation?”. This workshop includes contributions from STOA and the JURI and ENVI Committees of the European Parliament.

6th April, 2011 – Joseph Huggard gives the keynote speech at IFRA North America’s 2011 spring dinner

25th March, 2011 – Michael Rogers, Gail Charnley chairs at conference organised by Resources for the Future on “The Reality of Precaution: Risk Regulation in the US and Europe” Rogers is co-editor of “The Reality of Precaution”, which was launched at the event.
